If you have been timed out of a pick during the FYPD, your pick will be skipped automatically until a pick is made. For example, if you time out of pick 2.18, your pick at 3.18 will be immediately skipped until you select a player.

Limit the amount of big league players stashed in any given team's minor leagues by enforcing a 40-man roster. Every team will have to designate a 40-man roster by March 1st, made up of guys on a 40-man roster in real life. Any player left on a 40-man roster in real life who is not on a team's 40 man roster in this league will be eligible to be selected in a Rule 5-esque draft held two weeks after the roster deadline. Draft order will simply be reverse standings order from the year prior. Players who are not on a team's 40-man roster in real life do not have to be protected and cannot be selected (like Jackson Holliday or Dylan Crews, etc). If a team selects a player, they cannot be sent down to the minor leagues for the entire season, or they will be returned to the original team.
For example, I have 50 players on my team who are on a 40-man roster in real life. I must choose 40 of them to protect. The other 10 are left unprotected and become part of a draft pool. The team who finished with the worst record in the league last year would have the opportunity to select one of the 10 players I left off my 40-man roster, given they have space on their 40-man roster.
This would just be another way to redistribute talent across the league and to stop one team from hoarding players in their minor league system. It would also create another period of increased trading and activity as teams try to avoid losing their players for nothing in the Rule 5 draft.

When rosters expand to 30 players for playoffs, increase number of eligible starting pitchers from 6 to 7. This would result in fewer playoff games decided by the luck of starting pitcher schedules.

Raise the penalty for dropping players in the offseason to 50% of their remaining contract instead of 25%. Raise the penalty for dropping players in season to 100% of their remaining contract. All current contracts would be grandfathered so rule change would only apply to contracts signed after implementation of this rule change.

if you win too many players during FA that bring you over the cap, you must drop the most expensive player you have won and no penalty will be assessed

if you win too many players during FA that bring you over the cap, you must drop the most expensive player you have won and no penalty will be assessed Not sure if SF would endorse this, but I think if dropping the most expensive FA acquisition still isn't enough to get under cap, the 2nd most expensive acquisition should be dropped as well, and so on until cap compliance is achieved.
