Limit the amount of big league players stashed in any given team's minor leagues by enforcing a 40-man roster. Every team will have to designate a 40-man roster by March 1st, made up of guys on a 40-man roster in real life. Any player left on a 40-man roster in real life who is not on a team's 40 man roster in this league will be eligible to be selected in a Rule 5-esque draft held two weeks after the roster deadline. Draft order will simply be reverse standings order from the year prior. Players who are not on a team's 40-man roster in real life do not have to be protected and cannot be selected (like Jackson Holliday or Dylan Crews, etc). If a team selects a player, they cannot be sent down to the minor leagues for the entire season, or they will be returned to the original team.
For example, I have 50 players on my team who are on a 40-man roster in real life. I must choose 40 of them to protect. The other 10 are left unprotected and become part of a draft pool. The team who finished with the worst record in the league last year would have the opportunity to select one of the 10 players I left off my 40-man roster, given they have space on their 40-man roster.
This would just be another way to redistribute talent across the league and to stop one team from hoarding players in their minor league system. It would also create another period of increased trading and activity as teams try to avoid losing their players for nothing in the Rule 5 draft.

Do we need to maintain a 40 man roster for the entire season or is this for rule 5 draft purposes only?

Sorry, just seeing this now. I don't think it needs to be as strict as the MLB where we maintain it through the whole year. As long as the players that are selected remain on the 26 man I think it's fine to be more flexible.
