MLB Fantasy League
This is a 30 team MLB fantasy league. Each major organization is represented. Each year, Fantrax charges $79.99 to run the league. Each team is required to pay their portion ($2.67 per team).
For future rule change proposal votes, 60% of votes passes a rule change, rather than 18 votes
Schedule/Playoffs
We will play a 162 game schedule, with game days being used accompanying at least 20 MLB teams (10 matchups). We will feature doubleheaders on Friday-Sunday matchups (and when afforded during the week) to make the season more realistic in length.
We will merge periods for days with less than 10 games. Any day where there are 9 or less games being played IRL, we will merge that period with the period after it, so one matchup will take place over 2 days.
We will follow the real MLB playoff format, with one exception.
Each league (AL, NL) will have 6 teams make the playoffs. The division leaders will be seeded #1 to #3 based on regular season record, followed by three wildcard teams being seeded #4, #5 and #6. Unlike real baseball due to our daily matchup format, we will feature a best of 5 series for the #4 vs. #5 matchup.
First round of playoffs is Best of 5 instead of Best of 3.
The winner of the wildcard matchup will then go to play the #1 seed in each respective league, and follow the real MLB playoff format.
Playoff Tie-Breakers
The MLB playoff tiebreaker format is too complicated for fantasy. We will use the following tiebreaker system.
1. Fantasy Points Scored
2. Head to Head
3. Coin Flip
Rosters
Major league roster size will be a minimum of 20 players and a maximum of 26 players. This will be the active roster not including injured reserve. Teams must maintain the 20 player minimum roster. Major league rosters are only allowed to carry a maximum of 6 SP. Teams MUST carry a minimum of 15 active MLB players. Replace SP slot with P, so you can start 4 relievers when you don’t have a starter going.
Penalties:
Loss of 1st rd pick if MLB roster does not have a MINIMUM of 15 Major league players by opening day.
Minor league roster size will be up to a maximum of 70 slots. There will be no minimum. You will be able to keep your minor league roster for as long as they are in the minors (exception: ARB and UFA deals).
Minor League Update: If you sign a player to an MLB deal, and send them to your minors, the years still COUNT. Therefore, if you sign a player to a 3 year deal, they will be removed from your roster at the end of the 3 year deal, regardless if they're in the minors or not.
Salary Cap
Major League: $175 million (beginning 2024)
The cap will never change, unless voted on by league to increase or decrease.

Any SP in a RP slot that starts a game will receive the following penalty in order of offense(unless accidental or late start announcement):
1. Lose double points the pitcher scored for the given matchup period (ex. Player A scores 7 points in his start, you lose 14 points)
2. Forfeiture of player, with cap hit included as well as a 10m fine for next season.
3. Removal from league.
It is the owners responsibility to police their opponents. Commissioner will spot check, however, it is impossible to check every night. Please police your own opponents.
Disabled List:
Only players on the MLB disabled list are eligible for our DL. DL slots are unlimited. When placed on the DL, you recoup 50% of that players salary for the current season.

Major League Free Agency
Off-season:
Each off-season, players will be bid on doing blind bidding on Fantrax. The 1st rd of bidding will be held on Proboards for free agents who scored over 400+ points. Blind bidding will begin on Fantrax for all other free agents under 400 points after Proboards bidding is complete.
If you win too many players during free agency that bring you over the cap, you must drop the most expensive player you have won and no penalty will be assessed.
Each off-season, the commissioner team will load the available salary caps for each franchise into Fantrax. There will be five bidding periods and only MLB players may be bid on at this time. After those five bidding periods, the free agency will revert back to in-season rules.
To bid, you enter a dollar amount under the claims section on Fantrax. This dollar will be a TOTAL contract (i.e 60mil - you could then choose how to disperse that amount and over how many years - 20mil/yr for 3yrs OR 15mil/yr for 4 yrs - as opposed to being tied to the AAV)
Once the player is won, you can assign years to the contract. Contracts may go for 4 years with an option for a 5th year team option at 150% of the signing price.
Blind Bidding dates will be announced in the off-season.
In-Season:
Free agency will be based off of a TOTAL MONEY BASIS.
(Ex. 3 years @ 5m = 15 points, or 4 years @ 2m = 8 points)
If a bid goes 24 hours it will be awarded to that team. Teams must increase the current winning bid by 0.5 points. The maximum contract offer is for 4 years.
This is IMPORTANT. When nominating a player to be bid on, you MUST post the players name, position, and team as the title.
Once Playoffs begin, MLB and MILB Free Agency closes until the off-season
Minor League Free Agency
Each team gets an allotted 3mil to use on MILB FA (just like IFA) throughout the year. NO MILB SALARY CAP going forward and bids on prospects can be as low as 0.1mil with increments of 0.01( i.e 0.11) which would work out as maximum of 30 player pickups per year
Minor League minimum salary is .1M. It is done via blind bidding on fantrax (award day Saturday every week)
Minor League Waivers
Teams may waive players from the minors. If the player has TC, or still on their minor league contract, you pay no penalty for cutting the player. If your player is on a UFA deal, or in ARB, you WILL pay a penalty for the years remaining.
Teams are able to claim MiLB players once they've been waived by there respected teams.
International Players
Japanese/Korean players signing with MLB teams will be considered UFA's instead of IFA's.
Each team will be given 2mil in international pool money to spend each off-season (December the 1st). Players signed this upcoming J2 will be eligible next December i.e Players signed July 2nd 2018 through to July 1st 2019 is the cutoff point for players signed with money from this years budget. This money can be traded.
This money does not roll over, it will be renewed each offseason on December 1st. When nominating, please post a link or article stating the team was signed to a major league contract.
The amount you win a player for will be their minor league salary. We will follow their real life contract when promoted to the majors.
The minimum amount you can bid on a player is $200,000 , or 0.2m.
The minimum increment you may increase a previous teams bid is 0.1m. Be mindful of you minor league salary cap. Players will be awarded after 24 hours.
To break a tie for a player (two teams bid the same amount we will use the team with the worst record the season before. Once you win a player via the tie breaker, you move to the bottom of the list. The order will reset each off-season (think of a waiver claim order in other fantasy leagues). This order will be kept in the international free agency section on proboards.
Remove IFA bidding and allow them to be drafted in the rookie draft (would increase the # of rounds from 5 from 7) - STARTING IN 2024
Contract Extensions
Off-season: Contracts with at least one season remaining
Teams will have two contract extensions per year. These will be up to 4 years with a team option for 5th year. To extend, players must have at least 1 year left on contract. You can extend a player in his LAST year of ARB but not before then.
Extensions will be 150% of the highest year salary. The team option for the extension will be treated the same as free agent bidding. One extension per player for life of contract.

Off-season: Expiring Contracts
After the season, you have the option to extend one expiring contract at 200% of their previous salary, with 50% increasing totals each year. This may be for 3 years with no team option.

After the 2016 season, I decide that I wanna keep Neil Walker. Had I extended him before the season, his contract would look like this:

MLB Contract Buyout/Waivers
Buyout:
One buyout per season. Buyout player only during the offseason will consist of 100% of their average salary remaining.

Avg. Salary: 24+24+29=77M 77M/3 years left on contract=25.67M
Buyout for 2016: 25.67M
You would pay 25.67M for 2016 and then the contract will be off the books for future seasons.
Waivers:
There is a 24 hour waiver claim window. Nominating a player in free agency during this window is the same as a claim.
During Off-season:
25% of salary for each year on contract:

Waiver Penalty: 8.5m/16, 8.5m/17, 10.15/18
You DO NOT receive a discount for a veteran that retires. You pay the above percentages, unless a player no longer plays because of death. If a player dies while under contract with you, you may waive them free of penalty.

TEAM CONTROL YEARS ARE NOT GUARANTEED, THEREFORE, WHEN YOU WAIVE A PLAYER ON TEAM CONTROL YOU ONLY PAY A PENALTY FOR 1 SEASON.
MLB Claiming of Waived Players:
If more than one team claims a waived player, the team with the worst record will receive the player. The other team will receive a compensatory draft pick at the end of Round 4 in the First Year Player's Draft.
MLB Revocable Waivers:
If you place a player on waivers, you may rescind the waiver request if claimed by another team. If you do so, you have seven days to work out a trade with the claiming team, let the player go to the new team, or rescind the waivers request and keep player on active 25 man MLB roster. This can only be used ONCE per season per team.
MLB Trades with Waivers:
Trades are allowed after the trade deadline, as long as players are put on 24 hour waiver window. Teams may rescind players from waivers if claimed, and thus not make a trade that was originally agreed to.
Qualifying Offers
For a player to be eligible for a Qualifying offer he must first be on the same team on the 25 man roster from Game 1 to Game 162.
We will be using the Qualifying offer that MLB comes out with right before Free Agency starts. For example the Qualifying Offer for all 2017 eligible Free Agents was 17.2M. This means that if you choose to place a Qualifying Offer on your Pending eligible Free Agent it would be a 1 year 17.2M deal. This player would then enter the free agent pool and all deals offered to this player must be over the total money.
For Example:
2 year deal for a minimum 8.7 equals 17.4M
3 year deal for a minimum 5.8 equals 17.4M
4 year deal for a minimum 4.4M equals 17.6M.
Those are the starting points for a bid. Normal League in-season free agent rules apply. The team that offers the Qualifying offer does not have to bid on this player. Once a player is won then the Original team may Match the offer plus 1M a year or in return will receive a Compensation Round A pick (at end of 1st round) if player signs for over $50 mil total. Team will receive a Compensation Round B (at end of 2nd round) pick if signed for under $50 mil total, and the team that signs the player will lose their 2nd rd rookie pick to the team that lost the player. You may offer multiple QO to players per off-season.
If a player does not have a bid placed on him then you will keep the player for either the initial 1 year deal for what the QO amount is for that year, or you may split the amount of money originally offered over either 2, 3, or 4 years.

Team Control and Arbitration
Baseball has the oddity of Team Control and Arbitration. As we do not have a mediator or agents to negotiate for our player we will just have to have a standard that we follow. Team control is the first three years a player is in the Majors.
TC1 will be 0.51m
TC2 will be 0.54m
TC3 will be 0.58m
Arbitration:
We will either match/deny real life arbitration numbers. Be mindful of projections. If a player is realesed by the team irl, the ARB will be 150% of last years salary. Also, if a player signs an extension in TC/ARB, teams will have the right to match the new contract (see Kingery, Scott) or deny the contract. Commissioners will track ARB in the designated thread, however, if your player signs a long term deal while in TC YOU MUST POST SOMEWHERE OF THE EXTENSION AND YOUR ACCEPTANCE. There are too many TC players for the commissioner team to regularly check their contracts online.
Rookie Draft
The MLB Draft lottery will take place as a new addition to the rookie draft (% on docs). Only teams that do not make the playoffs will be eligible for the draft lottery. Draft lottery odds are determined based on the inverse order of the previous years standings. For teams that make the playoffs, their draft order will be determined by where they finish in the playoffs.
Rookie picks are able to be traded for minor leaguers as well as MLB players. All signed current year draft eligible players will be taken at this point. The rookie draft will be 7 rounds with teams allowed to opt out after the 3rd round if they choose.
Draft order is the inverse order of the previous years standings. This draft will take place on Fantrax. 12 hour clock, continuous for future seasons. Teams that go over the draft clock may still make a selection, but the draft will continue on as scheduled. If you have been timed out of a pick, your future picks will be skipped automatically until a pick is made. For example, if you time out of pick 2.18, your pick at 3.18 will be immediately skipped until you select a player.
Call-ups/Send Downs
You may call up/send down any player at any time. You are allowed to send a player down before their 3rd year of MLB service a maximum of 3 times. Once they hit 3 years of service they will have a maximum of 1 send down without first clearing waivers. Any player you want to send down with 3+ years of service time must clear waivers, unless they have the 1 waiver transaction available. If you send a player down because they were sent down in real life, this will not count against your send down count for that player, however, you MUST post this reasoning in your send down post. If you fail to do so, it will still count against that players send downs.
If a team wants to send a MLB player down to the minors their contract will be kept at the MLB salary.
i.e if a player costs 10mil/yr that contract will be kept as part of the MLB salary (165mil)
Sending MLB players down penalties (per offense):
1. Warning
2. Loss of next 3 matchups.
3. Removal of player from roster with cap hits.
4. Removal from league.
Trades
You may assume some cash from a contract or offer another team cash for a player. For the current year, the most you can cover on a contract is 50% of the salary. For future years, the most you can cover on the contract is 25% of the salary. You may trade salary cap, upwards of 10m per season. Once you trade 10m dollars, you're done. (Ex. Oakland trades 5m in cap to Atlanta, and then Oakland receives 5m in cap from Minnesota. That is Oakland's 10m dollars for the season)
Trades will be posted to include Players names, contracts, teams, position and reasoning. If there is a questionable trade, please submit a request to the commissioners office and the commissioner will rule to allow or veto the trade.
"September" Call Ups
During the playoffs, teams can expand their roster to 30 players and may use up to 7 SP. You must have the cap space to do so.

With the sudden influx of contract extensions irl, teams that own players in TC/ARB that get extended have 2 options---either accept the extension or decline it. If you decline extension, the player automatically becomes an FA.

If you do so, you have seven days to work out a trade with the claiming team, let the player go to the new team, or rescind the waivers request and keep player on active 25 man MLB roster. This can only be used ONCE per season per team.
MLB Trades with Waivers:
Trades are allowed after the trade deadline, as long as players are put on 24 hour waiver window. Teams may rescind players from waivers if claimed, and thus not make a trade that was originally agreed to.
Qualifying Offers
For a player to be eligible for a Qualifying offer he must first be on the same team on the 25 man roster from Game 1 to Game 162.
We will be using the Qualifying offer that MLB comes out with right before Free Agency starts. For example the Qualifying Offer for all 2017 eligible Free Agents was 17.2M. This means that if you choose to place a Qualifying Offer on your Pending eligible Free Agent it would be a 1 year 17.2M deal. This player would then enter the free agent pool and all deals offered to this player must be over the total money.
For Example:
2 year deal for a minimum 8.7 equals 17.4M
3 year deal for a minimum 5.8 equals 17.4M
4 year deal for a minimum 4.4M equals 17.6M.
Those are the starting points for a bid. Normal League in-season free agent rules apply. The team that offers the Qualifying offer does not have to bid on this player. Once a player is won then the Original team may Match the offer plus 1M a year or in return will receive a Compensation Round A pick (at end of 1st round) if player signs for over $50 mil total. Team will receive a Compensation Round B (at end of 2nd round) pick if signed for under $50 mil total, and the team that signs the player will lose their 2nd rd rookie pick to the team that lost the player. You may offer multiple QO to players per off-season.
If a player does not have a bid placed on him then you will keep the player for either the initial 1 year deal for what the QO amount is for that year, or you may split the amount of money originally offered over either 2, 3, or 4 years.

Team Control and Arbitration
Baseball has the oddity of Team Control and Arbitration. As we do not have a mediator or agents to negotiate for our player we will just have to have a standard that we follow. Team control is the first three years a player is in the Majors.
TC1 will be 0.51m
TC2 will be 0.54m
TC3 will be 0.58m
Arbitration:
We will either match/deny real life arbitration numbers. Be mindful of projections. If a player is realesed by the team irl, the ARB will be 150% of last years salary. Also, if a player signs an extension in TC/ARB, teams will have the right to match the new contract (see Kingery, Scott) or deny the contract. Commissioners will track ARB in the designated thread, however, if your player signs a long term deal while in TC YOU MUST POST SOMEWHERE OF THE EXTENSION AND YOUR ACCEPTANCE. There are too many TC players for the commissioner team to regularly check their contracts online.
Rookie Draft
The MLB Draft lottery will take place as a new addition to the rookie draft (% on docs). Only teams that do not make the playoffs will be eligible for the draft lottery. Draft lottery odds are determined based on the inverse order of the previous years standings. For teams that make the playoffs, their draft order will be determined by where they finish in the playoffs.
Rookie picks are able to be traded for minor leaguers as well as MLB players. All signed current year draft eligible players will be taken at this point. The rookie draft will be 7 rounds with teams allowed to opt out after the 3rd round if they choose.
Draft order is the inverse order of the previous years standings. This draft will take place on Fantrax. 12 hour clock, continuous for future seasons. Teams that go over the draft clock may still make a selection, but the draft will continue on as scheduled. If you have been timed out of a pick, your future picks will be skipped automatically until a pick is made. For example, if you time out of pick 2.18, your pick at 3.18 will be immediately skipped until you select a player.
Call-ups/Send Downs
You may call up/send down any player at any time. You are allowed to send a player down before their 3rd year of MLB service a maximum of 3 times. Once they hit 3 years of service they will have a maximum of 1 send down without first clearing waivers. Any player you want to send down with 3+ years of service time must clear waivers, unless they have the 1 waiver transaction available. If you send a player down because they were sent down in real life, this will not count against your send down count for that player, however, you MUST post this reasoning in your send down post. If you fail to do so, it will still count against that players send downs.
If a team wants to send a MLB player down to the minors their contract will be kept at the MLB salary.
i.e if a player costs 10mil/yr that contract will be kept as part of the MLB salary (165mil)
Sending MLB players down penalties (per offense):
1. Warning
2. Loss of next 3 matchups.
3. Removal of player from roster with cap hits.
4. Removal from league.
Trades
You may assume some cash from a contract or offer another team cash for a player. For the current year, the most you can cover on a contract is 50% of the salary. For future years, the most you can cover on the contract is 25% of the salary. You may trade salary cap, upwards of 10m per season. Once you trade 10m dollars, you're done. (Ex. Oakland trades 5m in cap to Atlanta, and then Oakland receives 5m in cap from Minnesota. That is Oakland's 10m dollars for the season)
Trades will be posted to include Players names, contracts, teams, position and reasoning. If there is a questionable trade, please submit a request to the commissioners office and the commissioner will rule to allow or veto the trade.
"September" Call Ups
During the playoffs, teams can expand their roster to 30 players and may use up to 7 SP. You must have the cap space to do so.
