"4. Rule 5 draft:
Between the end of our World Series, and the end of the real life World Series, we will hold a Rule 5 draft.
Upon completion of the Fantasy World Series, teams must designate a 40 man roster. This roster will include all active roster MLB players and finishing with prospects. The following are automatically protected:
1. Any Top 100 prospect (using MLBPipeline.com rankings at the time of the 40 man roster deadline).
2. Any Round 1-2 draft selection in the previous 2 FYPD (from our fantasy draft, not the real life draft).
3. Any Round 3-4 draft selection from the previous FYPD (from our fantasy draft, not the real life draft).
4. Any fantasy Rule 5 draftee from the previous 2 fantasy rule 5 drafts.
5. Any MLB player under contract on your active roster.
The commissioner team will post a team by team list each offseason of what players are protected immediately, and GM's must finish the remaining spots on the list.
If a team has 41+ players that meet the above protection criteria, they will be protected under the above guidelines and each team will pay a $300,000 fine for each extra player they need to protect (this money will be dispersed among the bottom 5 teams from the previous years standings as international free agency money).
To have a selection in the rule 5 draft, you must have an available spot on your 40 man roster. Players can only be protected for 2 consecutive rule 5 drafts before they must remain on the teams active roster or exposed.
The idea behind the rule 5 draft is to help disperse the MLB talent (or lack thereof) in our minor league systems to teams that could use the player in their active lineup (We have had multiple prospective owners join the league that said our minors put teams at a severe disadvantage). Obviously, nobody should lose any superb talent in the rule 5 draft (hence the strict protection rules), however, many teams stockpile starting pitching in the minors and some players could be used on other team's pitching rotations.
The Rule 5 draft will be up to but not always 3 rounds. Teams who do not protect any players in their minors will have up to 3 selections. These selections can be waived. Once you waive a selection, you forfeit all other selections in future rounds.
If you select a mlb player in the rule 5 draft, you MUST keep them on your active MLB roster for the next entire season. If you waive/send down the player, they will be returned to the previous team. If you select a prospect, you must keep them in your minors for a season (no trading of prospects) and the player must be protected for 2 future rule 5 drafts.
Teams may only lose 3 players in the Rule 5 draft. Teams who lose only one player will be awarded a Competitive Balance Round B draft pick; teams who lose 2-3 players will be awarded a Competitive Balance Round C and B draft pick.
