The five teams that finish the season with the lowest payrolls will receive a Competitive Balance Round A pick, regardless of what your record is. In real life, a number of small market teams are given Competitive Balance Round A compensation picks every year. Giving the five teams with the lowest payrolls a compensation pick.This will be a way to help boost struggling teams and will reward savvy owners who can still win on the cheap.

I am very much against this. Several teams in this league tank on purpose--I do not feel that should be rewarded with extra picks--especially such high picks. If we want to give those teams extra 6-??rounds fine but not picks between 1 and 2 round. We all have the same cap space so no one team has a competitive advantage over an other.
Or if we decide on a reasonable floor, with reasonably signed contracts to field a complete MLB roster then this would be acceptable.

Totally agree with Colorado. Way too many teams tank for this to work
