The team that originally offered the QO will have to bid against everyone else rather than wait until the end of the process to one up the winning bid. If no-one bids on a player, the QO team will keep the player that they offered the QO to on a 1 year deal. Once another team makes a bid, then the original team that offered the QO will now have to bid against everyone else, thus getting rid of the option to one up the winning offer at the end of the bidding period.
