1) Eliminate Starter and Reliever Win and Loss points.
2) Unlimited MILB roster sizes - budget will remain at 2mil (max of 20 players per season)
3) Remove the ability to trade draft picks
4) Remove IFA bidding and allow them to be drafted in the rookie draft (would increase the # of rounds from 5 from 7)

Owners that time out on their pick in the first year player draft are fined $1m against their salary cap for the following year for each instance. Should the team be taken over by a new owner the fine will be rescinded (thus avoiding punishment for a new owner taking over for an inactive one).

All missed picks in first year player draft should only be allowed to be made up at the end of the round in which the pick was missed in.

When rosters expand to 30 players for playoffs, increase number of eligible starting pitchers from 6 to 7. This would result in fewer playoff games decided by the luck of starting pitcher schedules.

I THINK WE SHOULD LOWER MILB ROSTER SIZE , THIS WILL ALLOW OTHER TEAMS TO HAVE A CHANCE TO PICK UP PLAYERS , AS THEY DEVELOPE IN THE MINORS.
MAKING TEAMS RELEASE A PLAYER TO PICK UP ANOTHER.
PARITY IN THE LEAGUE IS OUR GOAL ??
THIS WOULD ALSO HELP WITH THIS SUGGESTION: 3) Remove the ability to trade draft picks

Establish a soft salary floor at half the salary cap level ($82.5). Teams may drop below the salary floor but will lose their 2nd round pick and all IFA $$.
The aim is to discourage tanking.

Implement a minor league rule 5ish type system. Every team protects 40 true minor leaguers (rookie eligible) and the rest are thrown into a draft pool. We would then conduct a draft of the unprotected players based on last year's standings (reverse order of winning percentage). If a team selects a player, they must drop a protected player.
Hopefully this would curb prospect hoarding, increase trade activity, and redistribute prospect talent.

I got a lot so bare with me here:
1) Merge periods for days with less than 10 games. Any day where there are 9 or less games being played IRL, we will merge that period with the period after it, so one matchup will take place over 2 days. This means no days off so we will never have an issue with starting pitchers going on an off day again.
2) Replace SP slot with P, so you can start 4 relievers when you don’t have a starter going.
3) Change position player position eligibility from 15 games to 5 games.
4) Change pitcher SP/RP eligibility from 5 appearances to 3.
5) Increase team control from $0.5mil to $0.7mil following real life new CBA. As a result, increase salary cap from $165mil to $170mil.
6) Make the trade deadline for our league the same day as the real life trade deadline.
7) Allow 7 SP’s on a roster for the playoffs.
8) Allow playoff teams to continue to use free agency during the playoffs. However, players signed during the playoffs can only be signed for 1 year max (meaning they automatically become UFA after the season). This allows teams to fill any roster holes that may arise during the playoffs.
9) For future rule change proposal votes, 60% of votes passes a rule change, rather than 18 votes. Not everyone votes so this means only those who vote will have a say.
10) Rookie draft on Fantrax. We’ve had too many instances of teams trying to select a player who was already taken. This will hopefully solve that.

Various Stat/Scoring Change Proposals:
1) Make pitchers hitting a stat (Shohei Ohtani rule). Currently, if a player like Ohtani is pitching, then none of their hitting statistics for that game will count.
2) Catchers who catch a base running stealing: Change from 0 points to 1 point. Will increase defensive catcher value.
3) Double Plays Fielded: Change so double plays are worth double what a regular assist is worth. Currently double plays are valued the same as a regular assist. Should be worth more than an assist. If we keep assists at 0.2, then a double play should be 0.4. If we lower assists to 0.1, than double plays should be 0.2 points.
4) Errors: Change from -0.5 points to -1 point.
5) Pitcher errors should count. Currently pitcher errors are 0. Should be equal to position player errors.
6) Increase stolen bases from 1 point to 1.5 points. Increases value for a notable stat that has become increasingly rare.
7) Decrease Caught Stealing from -1 to -0.5 points. Players shouldn’t be punished as hard for at least attempting a SB. Also being Picked Off is only -0.5, so this will make them the same value.
8) Decrease being Intentionally Walked from 1 to 0.5 points. No skill involved in an intention walk so they shouldn’t be the same value as a regular walk.
9) Increase Saves from 2 to 3 points.
10) Increase Holds from 1 point to 2 points.
11) Decrease Relief Wins from 4 to 2 points. Many relief wins come after blown saves or are based on luck with your team getting hits after a relief appearance.
12) Increase Quality Starts from 7 to 10 points. QS’s are becoming increasingly rare due to starters not going as deep into games. Increasing to 10 adds more importance to the stat.
13) Decrease Starter Wins from 4 points to 3 points.
14) Decrease Wild Pitches from -0.5 to -0.25 points. It’s currently valued the same as a walk, which it shouldn’t.
15) Hits Allowed By Pitchers from 0 points to -0.1 point. Allowing hits should be a stat, but a very minor one. 10 hits allowed in a game is only -1. 200 hits allowed in a season is only -20. Not significant but does now factor in slightly.

Decrease assist points for infielders from .2 to .1 to better balance overall value of outfielders compared to infielders. Last season, eleven of the top twelve position players were infielders. The year before, seventeen of the top eighteen position players were infielders…

The year before, seventeen of the top eighteen position players were infielders… To piggyback on this idea, make Putouts a stat of 0.1 points. It gives outfielders slightly more defensive value. Also I’ll change my proposal of making double plays worth 0.4 so double plays remain 0.2 points. As long as double players are valued higher than a regular assist.
